237-unit development aims to ease housing shortage in central Los Angeles
A Los Angeles-based developer is moving forward with a large affordable housing project in Echo Park as the city continues to grapple with a severe housing shortage.
Samuelian Group recently announced that it has secured financing for “The Flats on Sunset,” a new affordable housing development planned at 1150 Sunset Boulevard in Echo Park.
According to project plans, the six-story complex will feature 237 apartment units ranging from one- to three-bedroom layouts. The development will also include parking for 217 vehicles.
The project is designed to serve households earning between 30% and 80% of the Area Median Income (AMI), providing housing opportunities for low- and moderate-income residents. According to the U.S. Department of Housing and Urban Development, the 2026 Area Median Income for a family of four in Los Angeles County is $108,100.
In addition to residential units, the complex is expected to include a rooftop deck, children’s play areas, on-site laundry facilities, a fitness center, and other community amenities.
The site is located across Sunset Boulevard from the former Metropolitan Water District headquarters property, an area that has become a focal point for new residential development in recent years.
A high-rise mixed-use project approved in 2022 for the former Metropolitan Water District site has yet to break ground, while another nearby proposal at 1185 Sunset Boulevard received approval last year for a 327-unit apartment development.
Housing advocates view The Flats on Sunset as part of a broader effort to address chronic housing shortages affecting Echo Park, Silver Lake, Downtown Los Angeles, and surrounding neighborhoods. Rising home prices and rental costs throughout Los Angeles have increased pressure on lower-income households, prompting city officials and private developers to pursue additional affordable housing projects.
Samuelian Group is currently involved in several housing developments throughout Los Angeles, including a similar affordable housing project planned along Hyperion Avenue in nearby Silver Lake.
The Flats on Sunset is expected to add much-needed affordable housing inventory to one of Los Angeles’ most supply-constrained rental markets while helping expand housing options for working families and lower-income residents.
