The largest state employee union in California state workers strike has announced a one-day strike scheduled for the 21st. If realized, this would mark the union’s first statewide strike in history, potentially causing disruptions in administrative services such as the Department of Motor Vehicles (DMV), unemployment benefits, and disability insurance.

Union Demands and Vote Results

Service Employees International Union (SEIU) Local 1000, representing approximately 100,000 state employees, announced on the 8th that 96% of voting members approved the strike. The union is demanding wage increases, reduced health insurance burdens, and expanded remote work options.

Contract Negotiations and Stalled Talks

The previous collective bargaining agreement between the union and the state expired at the end of June. The union filed a complaint with the Public Employment Relations Board (PERB), accusing the California Department of Human Resources (CalHR) of delaying negotiations and violating the duty to bargain in good faith. PERB ruled late last month that CalHR failed to negotiate in good faith.

In response, CalHR stated that the state remains open to negotiations and is prepared to participate in mediation procedures to reach an agreement.

Impact on State Services

Local 1000 represents nearly half of the state government workforce, including nurses, office workers, program analysts, IT personnel, and facility staff. A strike could heavily impact critical operations, with union leaders warning that DMV and disability insurance processing will face significant delays.
