Former College President Files Retaliation Lawsuit
Jeannie Kim lawsuit has been officially filed against the Rancho Santiago Community College District (RSCCD), with the former Santiago Canyon College president alleging whistleblower retaliation after flagging fraudulent student enrollment schemes. Filed in the Orange County Superior Court, the legal action claims persistent monitoring, discrimination based on gender, race, medical leave, and disability, alongside a hostile work environment. Kim is seeking damages for lost wages, benefits, legal fees, and reinstatement to her former position.
Enrollment Fraud and State Funding Concerns
According to the court documents, Kim first raised concerns in 2023 regarding automated bots and fraudulent methods used to inflate enrollment numbers across Santiago Canyon College and Santa Ana College, which could potentially result in improper California state funding. While Santiago Canyon College later adopted AI-driven detection technology in fall 2024—reducing fraudulent enrollments but dropping overall credited enrollment by 14%—Kim alleged that Santa Ana College continued to permit suspicious registrations. The situation escalated after Kim issued written warnings to district officials in May 2025 regarding potential state funding violations, leading to increased scrutiny and her eventual placement on administrative leave following a medical absence.
District Response and Ongoing Leadership Turmoil
District representatives have pushed back against key allegations. RSCCD spokesperson Eugene Fields acknowledged past attempts at fraudulent registration within the district but denied knowingly reporting false enrollments or improperly collecting state funds. As the litigation proceeds, the district is also navigating separate leadership controversies, including the paid administrative leave of Chancellor Marvin Martinez amid an ongoing investigation, with Vice Chancellor Iris Ingram currently serving as acting chancellor. A state auditor’s review regarding the enrollment practices remains pending.
