A Southern California smuggling ring operated by local men who kidnapped migrants, held them for ransom, and threatened their families has led to federal felony guilty pleas.

Human Smuggling and Kidnapping Operation

According to federal prosecutors, 24-year-old Hemet resident Miguel Angel Avila operated a human smuggling ring from July 2023, directing migrant transport and recruiting drivers. South LA resident Omar Avila Salmeron also joined the criminal enterprise in October 2022. Investigators revealed that the organization transported vulnerable individuals across state lines before demanding ransom payments from their families.

Brutal Hostage Tactics and Escape

Federal prosecutors stated that in March 2023, an accomplice following Avila’s orders kidnapped four migrants in Arizona, brought them to a Burbank restaurant, and confined them in a nearby Airbnb. Avila used the victims’ cell phones to contact their relatives and threatened harm if they failed to send money. Three of the hostages were subsequently moved to a motel, where one managed to escape through a second-floor bathroom window. The suspects chased the victim to a shopping center near Koreatown, knocked him down, choked him, and repeatedly struck his face before dragging him back.

Federal Guilty Pleas and Sentencing

The remaining victims were bound and locked inside another Airbnb under threats of extreme violence. One hostage was released only after a family member handed over $11,000 in cash at a gas station. Avila and Salmeron, who have been in federal custody since the summer of 2024, pleaded guilty to kidnapping, conspiracy to transport illegal aliens, and transporting illegal aliens for financial gain. Salmeron additionally admitted to illegal possession of firearms as an undocumented immigrant, with law enforcement recovering approximately 50 guns, parts, and ammunition caches from his residence. Sentencing is scheduled for February 18, 2027, with both defendants facing a maximum penalty of life in prison.
